Symptom
(French, German) Book Publish Schedule is not working if appset
or/and application has special characters. There is no response.

Solution
It was not a special character issue. It happened in other cases regardless of
language pack or special character. This happens if application name that is used
during book publication schedule is different from application name that user has
logged in last time. For instance, if user run book publication schedule with
finance application, and before it is run, user again log in Webexcel with Rate
application, this schedule task will not work.
Below is the reproduce step:
1. Make Book Template.
2. Run Book Publish Wizard.
3. Set Book Schedule.
4. Close WebExcel
5. Log in WebExcel with different application.
6. Run the schedule task
And from 4.2.403(SP3), it was fixed by passing 'application name' instead of current
application name.
