Reason and Prerequisites
The HRF HANA Studio tools shipped with SAP Operational Process
Intelligence SP11 via software component HANA Rules Framework 1.6.0 is
incompatible with HANA Studio SP11.
Solution
New HRF artifacts cannot be created using HANA Studio HRF tools.
Existing HRF artifacts cannot be edited or remodelled post upgrade to
SAP Operational Process Intelligence SP11. To overcome this the HRF
artifacts can be opened and edited in Text Editor in HANA Studio. The
contents of the artifact follow JSON format and can be created or
edited manually by following the HRF 1.6.0 Developer Guide.

As an alternate you can use the HRF Web Editor to work with Rules and Rule Service. For this read the pre-requistes and details section 8 of the above mentioned Development Guide.
Note: the HRF web Editor does not enable you to model HRF vocabulary artifact.
